入实施人才强市创新强市首位战略,加快引进绍兴高质量发展急需的高层次创新创业人才,现就绍兴“名士之乡”英才计划第二十七批申报工作有关事项公告如下:

To further implement the talent and innovation priority strategy of Shaoxing Municipality and introduce more high-level talents for innovation and entrepreneurship to promote high quality development, the following announcement is made on the twenty-seventh batch of the Home of Celebrities’ Talent Program.

 

1、申报领域 Application Areas

重点聚焦:

战略性新兴产业集群:数字经济、生物医药、交通(汽车、航空航天等)、高端智能装备、智能家居家电、新材料

未来产业集群:新能源、智能视觉

优势产业集群:现代纺织、绿色化工

经典产业集群:黄酒、珍珠饰品

以项目为纽带择优支持一批海内外高层次人才和团队。

The key industries and areas for application include the following: strategic emerging industrial clusters such as digital economy, biomedicine, transport (automotive, aerospace, etc.), high-end equipment, intelligent home appliances and new materials; future industrial clusters such as new energy and intelligent visualization; superior industry clusters such as modern textiles and green chemicals; classic industrial clusters such as rice wine and pearls. Taking project as a link, they aim to select and support a batch of high-level talents and teams, both from home and abroad.

 

2、申报条件 Application Types

申报人应当符合的基本条件:

ü 遵纪守法

ü 学术技术水平突出

ü 活跃在创新创业一线

ü 发展潜力大

ü 已全职在绍工作或承诺支持期内全职在绍兴工作(创新人才须在本市外无工作、劳动人事关系在我市,创业人才必须每年在绍工作9个月以上)

ü 同一申报人除研究成果、学术技术〔技能〕水平有新的重大创新突破外,累计申报不超过2

Applicants should be law-abiding, outstanding in academic or technical skills, and active in the front line of entrepreneurship and innovation with great potential. They should work full-time in Shaoxing or promise to do that during the supporting period (innovation talents should ensure their labor and employee relations are in Shaoxing and have no other jobs outside the city, and entrepreneurial talents must work in Shaoxing for more than 9 months per year). The total number of applications submitted by the same applicant, xcept for truly significant innovation or breakthrough in academic (technical) levels, should be limited to two.

 

(一)顶尖人才(团队)项目(A+类)

TOP TALENT (TEAM) (TYPE A+)

对全职来绍创业创新的国际大奖获得者、发达国家科学院或工程院院士、具有国际影响力的青年科学家等顶尖人才或顶尖团队,采取“一人一策”方式常态化认定。

Holders of the most prestigious international awards, members of academies of sciences and academies of engineering in developed countries, young scientists with international influence, as well as other top experts or leading teams who come to Shaoxing to pursue innovation and entrepreneurship in a full-time capacity, can be identified as Type A+ talent under the'Home of Celebrities' Talent Program with customized policies.


(二)领军团队项目A类、B类C类

LEADING TEAM (TYPE A,TYPE B,TYPE C)

依托绍兴企业或高校、科研院所研发平台,致力于创新成果产业化的优秀团队。一般应具备以下条件:

Leading Innovation Teams (LITs) refer to excellent teams dedicated to the industrialization of innovation achievements, relying on the R&D platform of Shaoxing enterprises, universities, or insti-tutes. They should generally meet the following criteria:


Ø 1名团队负责人和至少5名核心成员组成

Ø 团队负责人年龄一般不超过55周岁(1968年1月1日之后出生) ,核心成员平均年龄一般不超过50周岁(1973年1月1日之后出生)

Ø 入选后,团队负责人和第一、二核心成员应全职在聘用单位工作,且聘用期应连续5年以上

An LIT should be composed of one team leader and at least five core members. The team leader should generally be no more than 55 years old (born after January 1, 1968), and the average age of the core members no more than 50 years old(born after January 1, 1973). After successful application, the team leader, together with the first and second core members, should become full-time employee at the employer who supports the LIT's application, and the employment period should be more than five consecutive years.


Ø 团队负责人和第一、二核心成员一般应取得博士学位

Ø 2年内(2021年6月30日之后)来绍创新或尚末落户

Ø 引进前在海内外知名高校、科研院所担任相当于副教授及以上专业技术职务,或在跨国公司、知名企业和机构担任中高级技术(管理)职务3年以上

The team leader, the first, and second core members should generally have a Ph.D. They should either come to work at Shaoxing in the past two years (after June 30, 2021); or not be registered in Shaoxing. They should either have previously held titles equivalent to associate professors or above in renown Chinese or foreign universities or research institutes in the world, or intermediate and senior technical (management) positions in multinational com-panies, well-known enterprises and institutions for more than three years.


Ø 团队负责人在国内外相关研究领域享有较高学术地位和声誉

Ø 团队掌握的核心技术拥有自主知识产权,处于科技领域或行业水平前沿,预期研究成果可达国际领先或国内一流水平

The team leader should have high academic status and reputation in related research fields at home and abroad; the team should own independent intellectual property rights to the core technologies they own; and such technologies should be leading in the science field or industry concerned; the expected research results should be able to reach the international or domestic first-class level.


Ø 依托单位成立1年以上(2022年6月30日之前)

Ø 产业化创新团队依托企业经营状況良好,技术创新体系健全,配套支持措施完善,具有较好的科研基础和条件,研发费用占主营业务收入比重高于3.5%,且核心技术水平须在国内同行中处于领先地位

Ø 基础研究创新团队依托单位(高校、科研院所、新型研发机构等)应当为团队提供科研资金、研发场所、仪器设备等条件保障,并承诺建设期内投入的配套经费不低于财政资助经费

The supporting employer must be established longer than one year (before June 30, 2022). The supporting enterprise for LITs aiming at industrialization should be in good business con-dition, enjoy a strong technology innovation system that features a complete set of supporting measures, a full reserve of research equipment and premises, and a relatively solid R&D record. The R&D expenses of such enterprises should account for more than 3.5% of their main business income and must own leading technologies compared with the domestic counter-parts. The supporting employer (universities, in-stitutes, and new-type R&D centers) of basic research LITs should provide the LITs with research fund, premises, equipment, among others to support their work; and during the program period, the supporting employer should commit to providing funding no less than the government funding received by the LITs.

 

领军创业团队项目

Leading Entrepreneurial Team

带技术、项目、资金到绍兴创办企业,能引领和带动我市产业发展的优秀团队。一般应具备以下条件:

Leading Entrepreneurial Teams (LETs) refer to excellent teams that come to establish a start-up in Shaoxing with their technology, project, and fund. The LETs should be capable of leading and empowering industrial development in Shaoxing, and generally meet the following criteria:


Ø 1名负责人和至少5名核心成员组成

Ø 负责人年龄一般不超过55周岁(1968年1月1日之后出生)

Ø 核心成员平均年龄一般不超过50周岁(1973年1月1日之后出生)

An LET should be composed of one team leader and at least five core members. The team leader should generally be no more than 55 years old (born after January 1, 1968), and the average age of the core members no more than 50 years old(born after January 1, 1973).


Ø 团队负责人一般应取得博士学位,第一、二核心成员一般应取得硕士及以上学位

Ø 3年内(2020年6月30日之后)来绍创业或尚未落户

Ø 引进前在海内外知名高校、科研院所担任相当于副教授及以上专业技术职务,或在跨国公司、知名企业、机构担任中高级技术(管理)职务3年以上

The team leader should generally have a Ph.D., while the first and second core member should have a master degree or above, and come to work at Shaoxing in the past three years (after June 30, 2020); or not be registered in Shaox-ing. They should hold specialized titles equivalent to associate professors or above in renowned universities or research institutes in the world, or intermediate and senior technical management positions in multinational compa-nies, well-known enterprises and institutions for more than three years.


Ø 团队成员专业结构合理,关联性、互补性强,已形成达到预期目标的完整创新链

Ø 团队掌握的核心技术应当拥有自主知识产权,具有国际领先、国内一流水平,技术成熟并己进入产业化阶段,符合我市重点产业发展方向

The LET should have a well-organized team with mutually complementary and interconnected professional backgrounds. The team should possess a complete innovation chain that leads to the expected results. It should enjoy independent intellectual property rights to the core technologies they own; and such technologies should be internationally leading and first-class in China, mature enough to be industrialized, and in line with Shaoxing's key industry development strategy.


Ø 依托企业成立3年以内 (2020年6月30日之后)或尚未注册落户

Ø 注册资金一般不低于500万元,实际到位不低于300万元,团队负责人和核心成员货币出资不低于200万元

Ø 团队负责人为企业主要创办人且为第一大自然人股东,或团队核心成员持股总额不低于50%且核心成员之一担任技术负责人或副总经理以上职务

The supporting enterprise must be established for no more than three years ( after June 30,2020) or not be registered in Shaoxing. The registered capital generally should be no less than five million yuan, and the actual amount no less than three million yuan, while the currency contributions from the team leader and the core members should not be less than two million yuan. The team leader should be the main founder of the enterprise and the largest natural person shareholder; or the total share held by the core team members should be no less than 50%, and one of them should be the Chief Technology Officer or hold a position higher than vice general manager.


Ø 企业运行正常、成长性好,目标产品具有一定市场前景

Ø 企业具有从事产业化项目所需资金,且后续资金有保障

Ø 企业在技术、人才、土地、设备、环保、管理等方面有良好的保障。一家企业只能申报一个创业团队

The enterprise must ensure proper functioning and good growth potentials; and its target products should show marketability; it should own the funding necessary for industrialization and commit to the follow-up investment; it should also have an adequate guarantee in terms of technology, land, human resources, equipment, environment conservation, and management. Each enterprise is only allowed to support one LET.


(三)领军人才项目(A类、B类C类)

LEADING TALENT (TYPE A,TYPE B,TYPE C)

领军人才创新项目

Leading Innovation Talent

我市用人单位(高校、科研院所、企业等)从海内外引进的优秀高层次人才。一般应具备以下条件:

Innovation Talents (ITs) refer to excellent high-level talents that Shaoxing employers (uni-versities, institutes, and enterprises) introduce from both China and abroad. They should generally meet the following criteria:


Ø 具有博士学位

Ø 年龄不超过60周岁 (1963年1月1日之后出生)

Hold a Ph.D and be no more than 60 ears old (born after January 1, 1963).


Ø 在海内外知名高校或科研机构担任相当于副教授及以上专业技术职务

Ø 或在国内外知名企业担任管理类、技术类中高级领导职务

Hold specialized titles equivalent to associate professors or above in renowned universities or research institutes in the world; or hold intermediate or senior technical management or business management positions in internationally well-known enterprises.


Ø 申报人掌握的核心技术应当拥有自主知识产权,具有较高创新能力,研发水平和成果为同行公认,达到国际国内领先水平

The core technology owned by the applicant must have independent intellectual property rights and be highly innovative, and the R&D ability and outcomes should be recognized by peers to be at leading levels in China and abroad.


Ø 申报人己与用人单位签订工作合同或意向协议

Ø 用人单位成立时间应在1年以上2022年6月30日之前成立)

The applicant should have signed an employment agreement or agreement of intent to employment prior to the application, and the employer should be established for more than one year (before June 30, 2022).


Ø 申报人申报时尚末回国(来绍) ,或者1年内(2022年6月30日之后) 来绍兴工作

Ø 入选后须全职在绍工作不少于5年

The applicant, at the time of application, should either be not working in China (Shaoxing), or have come to work in Shaoxing for less than one year (after June 30,2022). After successful application, the applicant should come to work in Shaoxing full-time for no less than five years.


领军人才创业项目

Leading Entrepreneurial Talent

来绍兴自主创办企业的优秀高层次人才。一般应具备以下条件:

Entrepreneurial Talents (ETs) refer to outstanding highlevel talents who come to Shaoxing and establish their own enterprises. They should generally meet the following criteria:


Ø 具有硕士及以上学位

Ø 年龄不超过60周岁(1963年1月1日之后出生)

Hold a master's degree or above and be no more than 60 years old (born after January 1, 1963).


Ø 有海内外创业经历或在国内外知名企业担任管理类、技术类中高级领导职务,有较强的经营管理能力

Have entrepreneurial experience at home or abroad; or hold intermediate and senior technical (management) positions in well-Known enterprises and have strong management skills.


Ø 依托企业成立3年以内(2020年6月30日之后成立)或尚未注册落户

Ø 注册资金一般不低于200万元,申报人为主要创办人且为第一大股东或最大自然人股东,自有资金(含技术入股)占创业投资的30%以上,且本人投人企业的实收资金100万元以上,且未在市外注册成立总部或研发性质的其他关联企业二获得三轮以上融资的人才企业,经评估后,可适当放宽人才本人占股比例

The supporting enterprise should either be existing for no longer than three years (after June 30, 2020) or not be registered. It should have no headquarter or other affilicated R&D enterprises registered outside Shaoxing. The registered capital, generally, should be no less than two million yuan, and the applicant should be both the main founder of the enterprise and the largest shareholder (or the largest natural person shareholder); the applicant's self-owned capital (including technology shares) should be more than 30% of the start-up funding, and the actual amount contributed by the applicant should be no less than one million yuan. The supporting enterprises that have obtained more than three rounds of financing, after evaluation, may be subject to a requirement of an appropriately more flexible ratio of share held by the appli-cant.


Ø 已落户的创业人才项目产品应拥有核心技术且处于中试或产业化阶段

Ø 未落户的创业人才项目应拥有国际先进、国内领先技术成果,或者能够填补国内空白,产业化开发潜力大

The products from already established ETs programs should own core technology and have started mid-term trials or commercialization.

Other programs should own globally leading and topin-China technology achievements or be able to 'fill in the blank' in China, and have great potential for largescale production.


Ø 申报人入选后须承诺在支持期内每年在绍工作不少于9个月

Ø 一家企业只能申报一名创业人才

The applicant should promise to work in Shaox-ing for more than 9 months per year after successful application. Each enterprise is allowed to support only one ET.


(四)青年人才项目(A类、B类C类)

YOUTH TALENT (TYPE A,TYPE B,TYPE C)

我市用人单位(高校、科研院所、企业等)从海外引进的优秀青年高层次人才。一般应具备以下条件:

Youth Talents (YTs) refer to excellent high-level talents that Shaoxing employers (universities, in-stitutes, and enterprises) introduce from both China and abroad. They should generally meet the following criteria.


Ø 具有博士学位

Ø 年龄不超过40周岁(1983年1月1日之后出生)

Ø 从事自然科学、工程技术、人文社科、文化艺术等领域的海外优秀青年(含非华裔人才)

(1) Outstanding young people from overseas(including non-Chinese talents) who hold a doctoral degree, under the age of 40 (born after January 1, 1983) and are engaged in natural sciences, engineering technology, humanities, social sciences, culture, art and other fields.


Ø 在海外知名高校、科研机构有正式教学或科研职位

Ø 在海外学习(工作)经历不少于5年

Holding important positions such as formal teaching or scientific research in well-known overseas universities and scientific research in-stitutions, and have studied (worked) overseas for more than 5 years.


Ø 取得同行专家认可的业绩成果,且具有成为该领域学术或技术带头人的发展潜力

Achievements recognized by peer experts, and having the development potential to become academic or technical leaders in the field.


Ø 申报人申报时尚未回国(来绍) ,或者1年(2022年6月30日之后) 来绍兴工作

Ø 入选后须全职在绍工作不少于5年

The applicant, at the time of application, shouldnot work in China (Shaoxing), or has come to work in Shaoxing within the past one year (after June 30, 2022). The applicant should come to work in Shaoxing full-time for no less than five vears after successful application.


Ø 申报人已与用人单位签订工作合同或意向协议

Ø 用人单位成立时间应1年以上2022年6月30日之前)

The applicant has signed a work contract or an agreement of intent with the emplover. Employers should be established for more than one year (before June 30, 2022).

National and Provincial Level Talents

Ø 对市外引进的国家、省级人才项目

Ø 年龄不超过58周岁(1965年1月1日之后出生)

Ø 且已全职到岗落户,经实地核查

Ø 可直接认定为“名士之乡”英才计划B类、C类人才项目

Talents enrolled in the national and provincial level talent programs whose applications were not submitted by Shaoxing Municipality, provided that their ages are lower than 58 years old (born after January 1, 1965) and are working in a full-time capacity in Shaoxing, can be directly approved, respectively, as Type B and Type C talents under the 'Home of Celebrities' Talent Program, after on-site review and confirmation.


领军人才项目认定

Leading Talents

Ø 在近3年QS、THE、U.S.NEWS、ARWU四大权威世界大学排名任一榜单100或学科排名前50的海外高校,以及发达国家的国家实验室等科研机构担任过相当于正教授及以上专业技术职务

Ø 或在海外世界500强企业及全球科技公司100强总部、区域总部子公司担任过技术、管理类中高级职务及以上层次

Ø 且已全职到岗落户,经实地核查

Ø 可直接认定为“名士之乡”英才计划A类人才项目

Holders of positions equivalent to a full professorship or above in overseas universities ranked top 100 or top 50 by subject in any of theQS, THE, U.S. News, and ARWU lists in the most recent three years, or top research institu-tions, such as national labs in developed countries; or to intermediate and senior technical (management) positions in overseas headquarters or regional headquarter subsidiaries of Fortune 500 enterprises and Top 100 Global Technology Leaders, who have been registered and worked in a full-time capacity in Shaoxing, can be directly approved as Type A talents under the 'Home of Celebrities' Talent Program, after on-site review and confirmation.


Ø 在近3年QS、THE、U.S.NEWS、 ARWU四大权威世界大学排名任一榜单100或学科排名前50的海外高校副教授及排名前150或学科排名前100的正教授

Ø 且已全职到岗落户,经实地核查

Ø 可直接认定为“名士之乡”英才计B类人才项目

Holders of positions equivalent to associate professors in overseas universities ranked top 100 or top 50 by subject and to full professorship in universities ranked top 150 or 100 by subject in any of the QS, THE, U.S. News, and ARWU lists in the most recent three years, who have been registered and worked in a full-time capacity in Shaoxing, can be directly approved as Type B talents under the 'Home of Celebrities' Talent Program, after on-site review and confirmation.


Ø 符合领军人才项目申报条件且工作经历为近3年QS、THE、 U.S.NEWS、 ARWU四大权威世界大学排名任一榜单200或学科排名前100的海外高校或国内纳入“双一流”高校建设序列的一流高校,世界500强企业、全球科技公司100强、中国500强企业及中国民营企业500强企业

Ø 且已全职到岗落户,经实地核查

Ø 可直接认定为“名士之乡”英才计划C类人才项目

Applicants who meet the corresponding requirements of LTs and have work experience in overseas universities ranked top 200 or top 100 by subject in any of the QS, THE, U.S. News, and ARWU lists in the most recent three years, Fortune 500 enterprises, Top 100 Global Technology Leaders, as well as China's top 500 enterprises and top 500 private enterprises, who have been registered and worked in a full-time capacity in Shaoxing, can be directly approved as Type C talents under the 'Home of Celebrities' Talent Program, after on-site review and confirmation.

 

青年人才项目认定

Youth Talents

Ø 符合青年人才项目申报条件且工作经历为近3年QS、THE、 U.5.NEWS、 ARWU四大权威世界大学排名任一榜单100或学科排名前50的海外高校及发达国家的国家实验室

Ø 或在近5年获得过《麻省理工科技评论》年度35岁以下中国区科技创新35人

Ø 且己全职到岗落户,经实地核查

Ø 可直接认定为“名士之乡”英才计划B类人才项目

The following applicants can be directly ap-proved as Type B talents under the 'Home of Celebrities' Talent Program, after on-site review and confirmation: (i) meet the corresponding requirements of YTs; (ji) have work experience in overseas universities ranked top 100 or top 50 by subject in any of the QS, THE, U.S. News, and ARWU lists or national labs in developed countries in the most recent three years; or have been included in Innovators under 35 by MIT Technology Review in the most recent five years; and (in) have been registered and worked in a full-time capacity in Shaoxing.


Ø 符合青年人才项目申报条件且工作经历为近3年QS、THE、U.S.NEWS、 ARWU四大权威世界大学排名任一榜单200或学科排名前100的海外高校

Ø 且己全职到岗落户,经实地核查

Ø 可直接认定为“名士之乡”英才计划C类人才项目

Applicants who meet the corresponding requirements of YTs and have work experience in overseas universities ranked top 200 or top 10 by subject in any of the QS, THE, U.S. News, and ARWU lists in the most recent three years, who have been registered and worked in a fulltime capacity in Shaoxing, can be directly approved as Type C talents under the 'Home of Celebrities' Talent Program, after on-site review and confirmation.


人才薪酬认定

Approval by Salary

Ø 符合创新人才项目申报条件,全职在绍重点企业担任高级技术(管理)职务

Ø 且年薪达到500万元、300万元、100万元的高层次人才

Ø 经实地核查

Ø 可分别直接认定为“名士之乡”英才计划A类、B类、C类人才项目

Applicants who meet the corresponding requirements of ITs and take high-level technical (management) positions at key enterprises in Shaoxing, and whose annual salary is no less than five million, three million, and one million yuan respectively, can be directly approved as Type A, B, and C talents under the 'Home of Celebrities' Talent Program, after on-site review and confirmation.



以投带引认定

Approval by Investment

Ø 符合创业人才项目申报条件,机构实际到位投资额5000万元、2000万元、1000万元以上

Ø 且己全职到岗落户,经实地核查

Ø 可分别直接认定为“名士之乡”英才计划A类、B类、C类人才项目

Applicants who meet the corresponding requirements of ETs, have been registered and worked in a full-time capacity in Shaoxing, and whose supporting entity has an actual investment surpassing fifty million, twenty million, and ten million yuan respectively, can be directly approved as Type A, B, and C talents under the'Home of Celebrities' Talent Program, after on-site review and confirmation.


大赛遴选认定

Approval by Competition

Ø 经市委人才办认定的海内外高层次人才创新创业大赛获奖项目,符合相应类别人才项目申报条件

Ø 且已全职到岗落户的,经实地核查

Ø 一、二、三等奖项目可分别直接认定为“名士之乡”英才计划A类、B类、C类人才项目

Applicants emerged from those high-level talent innovation and entrepreneurship competitions approved by Office of the Talent-related Works Leading Group of the CPC Shaoxing Municipal Committee Talent Office, who meet the corresponding requirements of the abovementioned talents, the applicants for the first, second, and third prize projects can be directly identified as Type A, B, and C talents under the 'Hometown of Celebrities' Talent Program after on-the-spot verification.

 

顶尖人才(团队)、领军团队、领军人才、青年人才四大类项目,对海外归国人才、40周岁(1983年1月1日之后出生)以下青年人才和已全职到岗人才,同等条件下优先支持。对业绩特别突出或从事“卡脖子”关键核心技术领域研究的急需紧缺人才,在年龄、学历、职务(职称)、原任职单位等4项条件上可适当放宽,但破格不得超过一项。申报人不得通过多家用人单位同时申报。

Top Talent (Team), Leading TeamLeading Talent and Youth Talent mentioned above, priority will be given to overseas returnees, youth talents under 40 (born after January 1, 1983) and those who work in a full-time capacity under the same conditions. For those talents who have extraordinary records or are urgently needed for 'neck-choking' critical core technology, the above mentioned requirements for ages, academic qualifications, technical positions, and former employers can be relaxed accordingly, whereas generally, such relaxation should not be made on more than one requirement. The applicants are forbidden from applying simultaneously through multiple employers.

 

3、申报程序Application and Review Procedures


申报截止日期为2023年6月30日。市县两级相关部门对申报资料进行初审、复审,组织专家评市或实地核查后,按程序确定和发布入选名单。

The application deadline is June 30. The related departments at the city and county levels will conduct the first and second-round reviews, organize expert review or on-site verification, and determine and publish the list of selected candidates in accordance with procedures.


4、政策支持PRAORENTEALPOHGES

“名士之乡”英才计划入选人才的项目资助、薪酬补助、创业扶持、配套支持等相关人才政策,按照《关于加快建设新时代“名士之乡”人才高地的若干政策》及其实施细则规定落实。

The relevant talent policies for the talents of the 'Home of Celebrities' Talent Program, such as program financing, salary subsidy, entrepreneurial support and complementary support, shall be implemented in accordance with the"Several Policies on Accelerating the Construction of the 'Home of Celebrities' in the New Era" and its implementation rules.

领军型团队:A+类 2000万元、A类 1000万元、B类 800万元、C类 500万元

场地支持:提供 300-1000平方米的3年免租创业场所或相应租金补贴,创业创新绩效良好的再给予3年支持。

销售奖励:按销售额 3%,给予最高500 万元销售奖励。

创投引入:按引入投资额 10%,给予最高 500 万元资助。

发展资助:按3年内新购设备投入的 15%、新发生研发投入的10%、新增产业化空间租金,给予最高500万元的创业资助。


创业融资扶持

人才基金:发挥市县两级人才发展基金作用,采取直投、跟投等方式投资高层次创业人才项目。

人才保险:实施高层次人才创业综合保险,给予高层次人才项目为期5 年每年最高 2.5 万元保费补助。

信用贷款奖励:按信用贷款年度新增日均余额的3%,给予商业银行最高500 万元信用贷款奖励。

信用风险补偿:按信用贷款实际损失的 50%,给予商业银行最高500万元信用贷款补偿。

政策性担保:给予最高 500 万元的政策性担保,特别重大人才项目可提高担保额度。

贷款贴息:对高层次创业人才项目,给予贷款额1000 万元内按贷款当期LPR全额贴息2年。


人才引进篇

高层次人才安居政策

顶尖人才(A类):安家补贴/ 100万元、房票补贴/ 500万元、租房补贴/每年10万元(为期10年)

国家级领军人才(B类):安家补贴/ 20万元、房票补贴/ 100万元、租房补贴/每年5万元(为期10年)

省级领军人才(C类):安家补贴/ 15万元、房票补贴/ 80万元、租房补贴/每年4万元(为期10年)

市级领军人才(D类):安家补贴/ 10万元、房票补贴/ 60万元、租房补贴/每年3万元(为期10年)

高级人才(E类):安家补贴/ 9万元、房票补贴/ 50万元、租房补贴/每年1.5万元(为期10年)


高校毕业生引进

高校毕业生来绍可以先落户后就业,来绍工作后给予相应房票补贴、安家补贴、租赁补贴。

交通补贴:200-1500万元

食宿补贴:每人每天200元标准

见习实习补贴:专科(高职)、本科(技师)及以上分别为地方最低工资标准的 60%、80%,最长12个月

高校、专业机构等相关专家和负责人:保障交通食宿,并给予每人最高3000元补助

公办医院“双一流”医学类硕士:给予5万元安家补贴

 

ü 博士:房票补贴/50万元、安家补贴/9万元、租赁补贴/500元/月(为期3年)

ü 副高、高级技师:房票补贴/20万元、安家补贴/6万元、租赁补贴/500元/月(为期3年)

ü 硕士:房票补贴/20万元、安家补贴/6万元、租赁补贴/500元/月(为期3年)

ü “双一流”本科:房票补贴/10万元、安家补贴/6万元、租赁补贴/500元/月(为期3年)

注:

1. 除博士及选调生外,补贴对象均为到企业、科研院所工作的高校毕业生(房票和安家补贴适用范围不包括房地产业以及金融、通信、电力、石化、烟草等国有企业);

2.列入紧缺专业人才需求目录的补贴标准可适当上浮;

3.对已在绍事业单位工作的人才离职脱产攻读博士,毕业后全职回绍工作的享受与引进人才同等政策。

 

博士后引进

博士后科研工作站:国家级 100 万元,省级50万元,考核优秀、良好的分别奖励20万元、10万元

博士后研究人员:全职/20万元日常经费资助及30万元生活补助、在职/15万元日常经费资助及25万元生活补助、对出站留绍工作的博士后给予50万元房票补贴与20万元安家补贴

对获得中国博士后科学基金或省级博士后科研项目择优资助的,给予 5-15 万元资助。
